These snap caps contain no powder, or primers, but they will chamber. They cannot fire, nor can they ever be made to fire. Unlike plastic or one-piece metal snap caps, these brass snap caps look right and won't flake off if you run them though your chamber. You can visually tell they are snap caps, as the primer pocket is plugged with a red poly.
