It looks like someone tried to glue the horse to the base using some white glue, but the pegs on the horses legs (hooves) do not fit into the bases holes all the way very well for a really good fit . Some careful soaking in warm water may help loosen the old glue up so it could be more easily removed. If that wont work, maybe tapping the old glue out with a punch may work, or else just drill out the old glue. The rider & horse will be shipped loose each other and from the base in any case for safer shippingNote, the horse and rider can stand without the base attached, shown.
