Stamp lickers worked before self-sticky by placing water in base and spinning cylinder to ‘Lick’ the stamp. AHA Small chips in glazed on cylinder , unnoticeable when rolled into the water basin. Base is flawless. I’ve never seen another but I guess they exist, if not all thrown into the trash.
