He restricts it to the real bums - ones who never work. He arranges for food and "malt" throughout the day - from 11am until after midnight. He hires entertainment, including dance hall girls. It is a huge blowout and being enjoyed by everyone. Then when the musicians take a break at 11PM, the bums are asked to sing but to the philanthropist's horror, they begin singing the hymns they heard at the Salvation Army.
